A.                     Issue

In 2017, the Common Council passed Ordinance O-17-20 which requires privately owned sanitary sewer systems to be inspected and maintained.  The Ordinance was adopted as City Code 13.30 and is attached as a reference.  The Code states that a schedule for the inspections and repairs is approved by the Board of Public Works. 

 

 

B.                     Background/Options 

Since the adoption of Code 13.30, Engineering Staff has been working diligently with the Building and Safety Department to ensure that the inspection and repair requirements for building projects in excess of $100,000 is enforced. 

 

For the privately conducted inspection requirements section of this Code, a schedule was originally approved by the Board on July 31, 2017 but staff was unable to provide notices to private sanitary sewer system owners due to staffing limitations and workload. 

 

A proposed revised schedule for privately conducted inspection requirements is attached for Board discussion and consideration.

D.                     Fiscal Impact

Cost of any inspections and repair of privately-owned infrastructure will be borne by the private sewer owner. The owner will be required to hire a certified inspector and provide the results to City Engineering.  City Engineering staff will oversee the sanitary sewer maintenance program and review the inspection reports provided by the owner as needed.

Approve the attached revised Schedule of Private Sewer Inspection and Repair Requirements.
