WHEREAS, the Common Council previously approved a Purchase and Sale Agreement for the acquisition of the Linneage warehouse property within Tax Increment District No. 7; and

WHEREAS, the redevelopment of the Linneage warehouse site is contemplated by the Tax Increment District No. 7 project plan; and

WHEREAS, to prepare the site for redevelopment, the City desires to retain a construction manager and a demolition contractor for demolition of the Linneage warehouse; and

WHEREAS, Premier Design and Build Group has served as construction manager on prior phases of work within Tax Increment District No. 7 and, based on its familiarity with the site and prior project involvement, staff recommends waiver of the competitive bidding process; and

WHEREAS, Premier Design and Build Group submitted a proposal for construction management services in the amount of $279,292, which staff has determined to be fair and reasonable; and

WHEREAS, competitive bids were solicited for the demolition work and Johler Demolition was the lowest responsible bidder at $1,596,700; and

WHEREAS, a contingency of $100,000 is recommended for the demolition work; and

WHEREAS, Tax Increment District No. 7 is forecasted to have sufficient increment to pay the associated debt service for this project, and a Level Three fund transfer in the amount of $1,975,992 is needed to provide sufficient expenditure authority.
