Consideration of Enhanced Policing Services Contract for Froedtert Emergency Department

A. Issue
Should the Common Council approve a contract with Froedtert Memorial Lutheran Hospital, Inc. for enhanced policing services in the Emergency Department of the Hospital?
B. Background/Options
Traditionally, the medical facilities at the Milwaukee Regional Medical Center ("MRMC") have been located on land leased from Milwaukee County. As such, the Milwaukee County Sheriff has provided primary law enforcement services on the MRMC campus, including staffing of a full-time law enforcement officer within the emergency departments of both Froedtert Memorial Lutheran Hospital ("FMLH") and Children's Hospital of Wisconsin ("CHW").
In late 2020, the individual medical entities closed on the purchase of the land upon which their facilities have been constructed from Milwaukee County. At this time, the organization also re-evaluated the provision of primary law enforcement duties by the Sheriff's Department. The possible transfer of services to the City of Wauwatosa has been discussed for decades, but in early 2020 the City concluded an agreement with MRMC to undertake primary law enforcement services on the campus, in place of the Sheriff. In addition, the parties began the process of evaluating the staffing of the emergency departments in the two primary hospital facilities, FMLH and CHW. In 2022, The City and CHW reached an agreement to assume responsibility for staffing their emergency department with City of Wauwatosa Police officers. Staff has reached an agreement to assume responsibility for staffing the FMLH emergency department with City of Wauwatosa Police Officers. That agreement is attached for committee and council review and approval is requested.
