A. Issue
Request for approval to enter into a professional services agreement with AECOM for preliminary engineering services of the Walnut Road UP Railroad Underpass (CIP Project 1124). Scope of work includes alternatives analysis for grade separating Walnut Road at the crossing with the UP railroad, cost estimating, railroad, utility, and agency coordination, geotechnical engineering, and preliminary roadway and structural engineering up to approximately 30% design.


B. Background/Options
The City of Wauwatosa has received funding from the Federal Rail Administration (FRA) Railroad Crossing Elimination (RCE) program to study the grade separation of Walnut Road at the UP crossing and to perform preliminary engineering services for the selected alternative. The FRA has awarded $1,000,000 and the City is contributing a 20% match of $250,000 for a total budget of $1,250,000, as outlined in CIP Project 1124. In coordination with FRA, the City issued an RFP for preliminary engineering services and received 2 competitive proposals, one from Kapur and Associates, and one from AECOM. Both firms were interviewed and it is City staff's opinion that AECOM is the overall best value proposer based on experience, technical approach, price, and project schedule.


C. Strategic Plan (Area of Focus)
Priority 2: Public Safety, Goal 2. Proactively address pedestrian, bicycle, and vehicular safety.
Priority 3: Infrastructure, Goal 5. Increase alternative (non-property tax based) funding to support capital projects.


D. Fiscal Impact
Fee submitted by Kapur and Associates is $701,500 and fee submitted by AECOM is $830,000, under the overall budge...
