A. Issue
Consideration of award of Contract 26-41 / Project 4026, Storm Sewer Spot Improvements to Globe Contractors, Inc in the amount of $187,275.00.


B. Background/Options
The project consists of targeted storm sewer repairs at three locations: Harmonee Avenue at Harwood Avenue, Wilson Boulevard at 93rd Street, and the 2500 block of North 100th Street. The proposed improvements are intended to address underlying storm sewer deficiencies that have resulted in pavement sinking and to prevent further deterioration of the roadway surface.
The work is planned for the 2026 construction season.

We have examined the 1 bid submitted for Contract 26-41 / Project 4026, Storm Sewer Spot Improvements on Wednesday, July 15, 2026. The bid received is as follows:

D. Fiscal Impact
The 2026 Capital Improvements Program (CIP) includes funding for localized repairs to storm sewer infrastructure at locations where unforeseen deficiencies have been identified. These deficiencies have contributed to pavement settlement and surface deterioration, requiring corrective action to maintain the integrity of the public infrastructure.

The current CIP budget for this 2026 project is $149,160 and will require a level III fund transfer of $38,115 for the excess funds required to award this contract.

Staff has taken into consideration that we are currently in the middle of construction season and availability of qualified bidders is typically a challenge. It is critical we get this work completed prior to the end of the current construction season to avoid further damage.
