Issue
Request for approval of Change Orders for the Wisconsin Department of Transportation’s Wisconsin Avenue Bridge Reconstruction Project

Background/Options
The Wisconsin Avenue Bridge Reconstruction project is a joint project between the City of Wauwatosa and the Wisconsin Department of Transportation. The project is jointly funded and the contract is being administered by the Wisconsin Department of Transportation. The total contract value for this project is approximately $7.9 million, and the City is responsible for $5.5 million of this total.

Over the course of construction, there were 21 change orders needed resulting in a total increase of $674,463.69 in contract value. A large portion of the change orders were necessary due to a critical utility coordination issue with AT&T that caused significant, unbudgeted project delays in the total of $430,234.22. During pre-installation operation for the bridge piling, it was discovered that AT&T failed to follow the approved utility workplan and their utilities ended up in direct conflict with the proposed bridge piling locations. AT&T was required to relocate these facilities during construction causing a ripple effect on the project schedule. The City will be requesting full reimbursement from AT&T as this was entirely preventable on their part.

The remaining $244,229.47 in change orders resulted from unforeseen work outside the project scope, as outlined briefly below:
A full breakdown of the change orders is attached.

Streets = $24,308.50 (additional curb & gutter work due to hotlining)
Traffic Signals = $11,420.25 (addition of 5 years to warranty for non-intrusive VDS)
Storm = $63,942.76 (miscellaneous utility work; changes due to san lateral conflict)
