 A.                     Issue

Staff is requesting permission to hang a banner on the fence along State Street in the public Right of Way.

B.                     Background/Options

The Wauwatosa Tourism Commission and the Village BID are creating a holiday lights experience along the Oak Leaf Trail in Hart Park. The experience will begin immediately south of the Muellner Building in the Hart Park parking lot, and will take visitors down the Oak Leaf Trail along the Menomonee River to the Harts Mills parking lot on Harwood Avenue. The Wauwatosa Parks Department and MMSD have approved the installation of the lights, which will be in place December 1-31. The Wauwatosa Christkindlmarkt is taking place in the Harts Mills parking lot December 4-22 and the Oak Leaf Trail will provide an opportunity for visitors to park at Hart Park and walk to the Christkindlmarkt.

Since the holiday walk is a new offering for Wauwatosa and the Christkindlmarkt will draw visitors from outside Wauwatosa who are less familiar with the Village, staff is requesting approval to hang a 10’ x 3’ banner on the fence on the east side of the 72nd Street entrance to Hart Park. The fence is part of the public Right of Way. See photo for reference. A banner permit has been applied for with the Building Department and is currently going through their process.

C.  Strategic Plan (Area of Focus)

Priority Area 5: Quality of Life

D.                     Fiscal Impact

The Tourism Commission is funding the printing of the banner and there is no additional fiscal impact.

E.                     Recommendation

Staff recommends the approval to hang the banner in the public Right of Way for a one-month period (December 1-31, 2024) to direct visitors to available parking for the holiday light walk and the Christkindlmarkt.
