Resolution directing staff to proceed with design and capital planning for Option 4 for the remodel, expansion, or reconstruction of the Wauwatosa Library and City Hall Complex

WHEREAS, the Common Council previously determined that the Wauwatosa Library and City Hall Complex will remain at its current location and has completed a feasibility study, conceptual design work, and public engagement process regarding the future of the facility; and
WHEREAS, the City's adopted Capital Improvements Program includes funding for continued design of the project, and Common Council has received and reviewed conceptual design alternatives, public feedback, recommendations from the Library Board, and project cost estimates; and
WHEREAS, selection of a preferred design alternative is necessary to allow the project team to proceed with final design, capital improvement planning, grant opportunities, and private fundraising efforts;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Wauwatosa that staff is directed to proceed with Option 4 as the preferred conceptual design for the remodel, expansion, or reconstruction of the Wauwatosa Library and City Hall Complex.
BE IT FURTHER RESOLVED that the Common Council directs staff to proceed with project planning based on a maximum taxpayer-funded portion of $67.8 million, with the remaining project costs to be pursued through grants, private fundraising, value engineering, and other available funding sources.
BE IT FURTHER RESOLVED that, if sufficient funding from non-City sources is not secured or project costs materially change, staff shall return to the Common Council with updated project recommendations for further consideration, which may include project scope modifications, adjustments to the City's financial participation, or other alternatives.
