A.                     Issue

Request to approve interagency agreement with City of Milwaukee for real estate acquisition services on Wisconsin Department of Transportation project 2200-10-21/22, USH 18 Blue Mound Road, N. 106th Street to N. 66th Street

B.                     Background/Options

USH 18 is a WisDOT connecting highway. On connecting highway projects, local municipalities are required to cover costs for right of way negotiation and acquisition services. The City of Milwaukee has hired Single Source, Inc. to perform this work for Milwaukee and for the City of Wauwatosa. The cost share percentages in this interagency agreement are based on anticipated impacted parcels within each municipality.

C.                     Strategic Plan (Area of Focus)

Priority 3: Infrastructure

D.                     Fiscal Impact

The City of Milwaukee’s contract with Single Source, Inc. for negotiation and real estate acquisition services is $164,650. The estimated City of Wauwatosa share is 40% of the contract, or $65,860. These costs are included in CIP Project 1123, but are currently budged for 2029. The work under this contract will commence in early 2026. A level III fund transfer of $65,860 is required to pull these funds forward to 2026.

E.                     Recommendation

Staff recommends approval of the interagency agreement between the City of Milwaukee and City of Wauwatosa for cost sharing of real estate acquisition services on this project.
