A. Background/Options
The applicant is requesting approval of a Conditional Use Permit to operate an 11,773 square foot indoor sports & recreation, participant (Hockey Training Facility) at 12100 W. Wirth Street in the Heavy Industrial (M2) zone. Hockey training services include private and small group lessons, skills clinics, strength and conditioning training, Spring/Summer camps, individual skills analysis, skate sharpening, and equipment cleaning. Surrounding land uses include a mix of manufacturing and warehouse uses to the north, south, east and west. Facility operating hours are 8:00 am - 10:00 pm Monday through Friday and 9:00 am to 5:00 pm Saturday and Sunday. During hockey season (September - May), the facility will operate by appointment only from 8:00 am - 2:00 pm Monday through Friday.

Operation of the facility is not anticipated to create parking issues in that:
* Peak operating times will be weekday evenings and weekends, when other businesses onsite are closed.
* A majority of participants will be under the age of 16 and will be dropped off and picked up for training sessions. Sufficient pick up and drop off spaces are available adjacent to the tenant space.
* The project has been conditioned to incorporate both short and long-term bike parking per City Code.
To ensure parking does not become an issue, a condition has been added indicating if the City receives parking complaints, the applicant must take corrective action to resolve parking issues to the satisfaction of the Planning Manager and Public Works Director. This may incl...
