A. Background/Options
The applicant is requesting approval of a Conditional Use Permit to establish an outdoor seating area for an existing wine shop and wine bar located at 6710 W. North Avenue, within the Neighborhood/Village Trade and North Avenue Overlay (C1/NOR) zoning district. Surrounding land uses include residential to the north and commercial uses to the south, east, and west.
The proposed outdoor dining area will be located on the adjacent parcel to the east, which shares the same ownership as the wine bar property. The space will include a pergola, tables and chairs, and new landscaping features.

The applicant is also proposing to extend the previously approved business and outdoor dining hours. The new proposed hours are:

* Monday and Tuesday: 4:00 p.m. - 9:00 p.m.
* Wednesday through Saturday: 1:00 p.m. - 9:00 p.m.
* Sunday: 1:00 p.m. - 6:00 p.m.

Attached to this report are the project description and associated plans for review.

The required public hearing before the Common Council occurred on April 22, 2025 with the applicant and the property owner speaking in favor of the proposal. Thirty-nine public notification letters related to the project were sent per City regulations.
