A. Background/Options
The applicant is proposing to operate an 11,766 square foot eating & drinking establishment (coffee shop) with an accessory coffee roaster at 6330 W. North Avenue in the Neighborhood Village and North Avenue Overlay (C1/NOR) District. The floor plan contains two (2) floor levels: The first floor contains a sales counter, seating area, and a coffee roaster and the second floor contains an open seating area. An outdoor dining area is proposed at the south end of the building adjacent to North Avenue. In addition to the cafe and coffee roaster, the facility is also proposing to host perodic events such as indoor arts and craft fairs. The proposed operating hours are 6:00 am to 6:00 pm Monday through Sunday.
The project includes a coffee roaster at the eastern end of the building. To ensure the coffee roaster does not create any negative odor issues to surrounding properties, the coffee roaster will be equipped with an "after-burner" to neutralize odors before they can escape into the air. A description of the equipment can be found in the attached project description.

B. Staff Comments
Planning/Zoning Division: No additional parking is required as parking requirements in the C1 District are uniform for office, retail, and eating/drinking uses.
Building Division: Design Review Board approval required; plan review, applicable building permits. Final Occupancy inspection and approval required prior to occupancy.
City Clerk's Office: No issues.
Assessor's Office: Provide detailed costs of any alterations and/or new construction, as well as income & expense as requested by the Assessor's Office
