A. Issue
Consideration of award of Contract 25-07 / Project 1025, Watertown Plank Road and N. 115th Street Utilities and Paving.


B. Background/Options
The project consists of sanitary sewer, water main, storm sewer, roadway and pedestrian facilities, street lighting, communications, and traffic signal improvements. The project limits on Watertown Plank Road are approximately 600 feet east of N. 113th Street to N. 124th Street. Project limits on N. 115th Street are Walnut Road to Underwood Parkway. The project also includes constructing a multi-use path on the east side of N 116th Street from Watertown Plank Road to Walnut Road. The work is planned to begin in April 2025 and conclude in August 2026.
We have examined the five (5) bids submitted for Contract 25-07 / Project 1025, Watertown Plank Road and N. 115th Street Utilities and Paving on Thursday, January 16, 2025. The bids received are as follows:

Super Excavators, Inc. $15,320,000.00
Vinton Construction Company $16,050,694.43
Zignego $16,313,305.54
Dorner Inc. $16,655,028.81
Globe Contractors, Inc. $16,687,136.03



C. Strategic Plan (Area of Focus)
Priority 2: Public Safety, Goal 2 - Proactively address pedestrian, bicycle and vehicular safety.
Priority 3: Infrastructure, Goal 1 - Optimize infrastructure to handle 100-year storm events.
Priority 3: Infrastructure, Goal 2 - Ensure the City's infrastructure supports public health through multi-modal transportation and recreation opportunities.



D. Fiscal Impact
The project is included in the approved 2025-2029 Capital Budget.


E. Recommendation
Staff recommends the award be made to Super Excavators, Inc. and for their bid price of $15,320,000.00, this being the lowest and best bid.
