A.                     Issue

Approve a State Municipal Agreement (SMA) with the Wisconsin Department of Transportation (WisDOT) for a carbon reduction grant to replace high pressure sodium (HPS) street light fixtures with energy efficient LED street light fixtures.

B.                     Background/Options

We applied for and received a DOT Carbon Reduction Program (CRP) grant to help fund upgrading our remaining HPS street and parking lot light fixtures to LED. The grant covers up to 80% of the project cost.

This project also includes the installation cost of the decorative LED street light fixtures that will be installed in the Highlands subdivision. The Highlands are paying for the incremental cost of the decorative fixtures.

C.                     Strategic Plan (Area of Focus)

Priority 3: Infrastructure - Goal 3:  Identify opportunities to invest in and increase energy efficiency in City operations.

D.                     Fiscal Impact

The total estimated cost in the SMA is $392,029. Of that amount, $305,674 are Federal funds and $86,418 are Wauwatosa funds. Funding for our share of this project is included in the 2023 Capital Improvements Plan project #2403.

Final costs will be determined by final design and bid prices.

E.                     Recommendation

Authorize execution of the attached State/Municipal Agreement
